I can, I will if needed, but when you say
"not responding", do you mean to you clicking to "manually"
start a build? Or, do you mean did not respond to a cvs change? 
I just want to be sure I understand
the problem so I can investigate. Nothing obvious in logs. I was able to
manually start one as usual (manually)) and its building away. 

Though, admit I don't see sat4j 2.3.3
in the latest committer build at 
http://build.eclipse.org/orbit/committers/orbit-I/20130316052256/I20130316052256/

So, just asking for clarification on
what problem you are having ... and if server restart it right solution
I'd be happy to.
