According to this bug 360245 that shouldn't be.

It was decided to export the packages using 2.6. Thus, the 3.0 bundle in
Orbit exports the packages using version 2.6. I double checked that this
is in Orbit CVS, tagged and spec'ed in the map files. Thus, the bundle
that is used in Orbit builds is the one that exports the packages using 2.6.
