[orbit-dev] Slight change to Retention Policy

As a result of discussions in bug 371396 [1] it is (probably) desirable to
update our
retention policy to allow things to be removed "more aggressively" in some
cases. For example, if the original author asks us to, for substantial
reasons, or, say, if known security issues found with some package. This
still just effects
"active builds" for the next release ... it does not change policy about
R-Builds which are a lot riskier to change.

I've opened bug 371685 [2] to discuss the change in the retention policy.
I think its fairly non-controversial so won't require a vote, per se, but
if
anyone has any objections or suggestions, do feel free to say so ... say,
by 2/22.
