[orbit-dev] builds suspended due to maintenance

I'm sure you've all seen the notes to committers-list
about eclipse.org maintenance coming this weekend. I've gone ahead and
"turned off" Orbit builds for now. They'd fail once system goes
into "read only" mode, and doesn't seem there's any reason to
complicate things. I hope no one was trying to sneak in "just one
more" before the work begins on Saturday (but, if so, let me know
... and I can restart it, for a few hours this afternoon). 

I'll resume the builds once webmaster
sends "all done" note.
