The idea of orbit is to decompose bundles to the point, really, where a bundle mostly matches the package it represents.
Bundles are better off working that way, and you should import them using Import-Package.
What exactly is the problem you face ?

Hi all,
I would like to know if is there in the orbit repository a bundle that
contains both the
javax.mail and activation package in the *same bundle*??
I'm asking this because in my experience i've not a found ( due to the
implementations details
of these packages ) to get it working having mail and activation in
separated bundles.
Unfortunately keeping mail and activation separated would not work fro
all the case.
In a thread titled "Controlling the Wiring Process" in the OSGi dev
mailing list someone
suggested me to have mail and activation together in the same bundle...
