Per Chris's recommendation below, I have created a CQ in Orbit, CQ 3469, based on one of the approved iText CQs, 2114.

I've stubbed com.lowagie.text 1.5.4 in Orbit now. 

Can someone from the OSEE or BIRT projects finish the work in adding it to Orbit and become the "official maintainer"
