FWIW: the reason why this happened now is because I tagged feature.xml
to get edu.emory.mathcs.backport built. Unfortunately that also included
javax.xml.ws 2.0.
Oisin, just a long shot, but maybe it has to be "2.0.0.qualifier"
instead of just "2.0.0" in feature.xml?!
