Yes, you can add an exclude rule to the test. Unfortunately the test only handles it on a per-bundle basis right now. (doesn't take the version into account)

It would be pretty easy to modify though if you wanted to look at it. The code is in the project:
org.eclipse.orbit.releng.tests

That's intentional. The bundle was refactored into multiple "child"
bundles. It now only re-exports split-packages from its "children" but
does not come with any Java content.
