For upgrading to JSch-0.1.38

Let's bring this into Orbit regardless of whether the 
Platform will eventually decide to pick it oup or not.

Jeff can you please +1 the CQ as the Orbit PMC.

Scott if you have any concrete information about bugs
that are likely fixed by 0.1.38, it might help if you
mention these on the Bug. Also note that I uploaded
a preview Jar of JSch-0.1.38 that installs directly 
into the Eclipse Dropins folder, so you can try out
the new version easily to see whether your issue(s)
are fixed.

For DSDP-TM, we first thought that this bug were fixed
By upgrading to JSch-0.1.38 but it's not:
