The normal process for this to get someone from BIRT as a committer on Orbit and do the work you would normally have done in your project but do it in Orbit so that others can share.  I suspect BIRT already has an Orbit committer but right now I cannot put my hands on the name.  Failing this, you can either find another Orbit committer who is willing to do the work AND DO THE ONGOING MAINTENANCE or seek to get someone else as a committer.  We have tried to stay away from making too many committers as it dilutes the community and the common understanding of how libraries can/should be bundled. However, this intention should not stop people from making progress.

So, in short, use the portal to see if you can find an Orbit committer who is also willing to do this work (likely someone who is also part of the BIRT community).

Hi,
 
BIRT are going to upgrade Rhino from 1.6.0 to 1.6R6. The code is not yet in an Eclipse repository but we got full IP-approval for that. (https://dev.eclipse.org/ipzilla/show_bug.cgi?id=1694)
 
We’d like it to be included Orbit downloads, so now I'd like to ask how the process looks like to get that bundle into orbit.
What do I have to do? I have files an entry in Bugzilla already: https://bugs.eclipse.org/bugs/show_bug.cgi?id=205682
