The EMO (Bjorn) has asked us to trim the committer list, and to remove the
non-active committers.

I've gone through the list of committers that the EMO has identified as not
contributing, and removed those that I know how on-going reason to be
committers. This leaves the following list:

Kelvin Jiang
Melih Onvural
Eishay Smith

I propose to remove them from the committer list.

Given the significance of Eishay's contribution to OHF in the past, I
propose to make Eishay a committer emeritus. See
