Right,we're OK to mirror some specific builds, using p2 mirror application; but that's more something that we usually do for immature projects.
The initial problem is more the one of Eclipse ICE and Eclipse SWTBot (and maybe others, even in the release train) that suddenly got failing builds because Nebula is missing a stable site.
Providing reliable sites helps adopters to be able to predict what artifacts they'll get. This is something quite valuable.

Why I don't get is what would be your reason to be against some "tagged" builds? Nebula download page could still encourage usage of the latest snapshots, but provide some regular stable sites anyway.
