The incubator project is being provisioned. 

One of the things is that most committers will receive an e-mail about a new committer status on the incubator project. Only Stepan needs to react on that mail. All other committers should be fine. 

Congratulations with your new commit rights on the nebula incubator project. Use it wisely ;)
