If you put the stuff RAP dependencies in a different fragment and use a factory to get to the correct version of the FileDialog, would that not work?

Ok you mean that FileDialog will be created with reflection instead of using

I think you can do that, but :

1) code will be awfull.
2) to use Picture Control, you must add well fragment (rcp or rap). It's a little more complex than have just one plugin.
