[mylyn-reviews-dev] version update in reviews master

Hi,

I have updated the Mylyn Reviews version in master to 2.1. That means
we are no longer merging all changes from master into the 3.9.x branch
but all maintenance fixes have to be explicitly cherry picked on the
service branch.

This opens up master for larger changes to internals. There is a bunch
of stuff already queued up in Gerrit, please feel free to rebase and
submit that now.
