These days I am for a Markdown file in GitHub, either like CDT's which has release specific pages, or LSP4J's which is an ongoing changelog. 

Have a look through the N&N links on https://eclipseide.org/release/noteworthy/ for more ideas.

PS Just don't start something new on wiki.eclipse.org as that is near end of life.

Note that if you add the N&N link to the release entry (e.g. https://projects.eclipse.org/projects/tools.mylyn/releases/3.26.0) then it should be auto-collated into https://eclipseide.org/release/noteworthy/
