It’s open since 2011-03-25 and my patch have already missed previous releases

It is still marked as ASSIGNED, though the patch is in Gerrit at https://git.eclipse.org/r/#/c/27518/ and your reviewed it

We have created e_4_4_m_3_13_x branches in all of the Git repositories, so the master branches are open for commits for 3.14. I will update the versions on master in a couple of weeks.

If you have changes that should be considered for 3.13 please CC at least 2 committers on the corresponding Gerrit review or Bugzilla bug for approval. Once changes have been
cherry-picked onto the release branch, please comment on bug 439453 and I will do another release build.
