[mylyn-dev] baseline for 3.9

Hi,

the versions in master have been updated to 3.10. Please update your workspace baselines to Mylyn 3.9.

Please note that the qualifier for future builds from master will be generated based on the last commit in git:

411473: generate version qualifier from source control

https://bugs.eclipse.org/bugs/show_bug.cgi?id=411473

That means qualifiers will only change if sources change. This will make builds reproducible and updates faster since only changed contents needs to be downloaded.
