I just tested locally and I do see items at: http://download.eclipse.org/mylyn/snapshots/3.9 It's likely that your mirror just hasn't update yet. Please use the mylyn.org location that Steffen mentions below for your testing. (We'll likely have one more drop tmrw am.)
