[mylyn-dev] plug-in added

A new plug-in has been added as part of Frank's great efforts to make
use of Bugzilla's XML-RPC interface. The plug-in generalizes the
XML-RPC client implementation that was previously part of the Trac
connector.

Committers, please check out this plug-ins from head:

 org.eclipse.mylyn.commons.xmlrpc

The psf and map files have been updated accordingly. More details can
