To clarify: If you have are using weekly builds it is safe to ignore all release announcements since the weekly update sites will always have the latest. Weekly builds are currently build from head and have a higher version number (3.1.0) than the latest release (3.0.4)
Once there is a final build of the current stream it will be available from the weekly site first and have a 3.1.0.v... version (instead of 3.1.0.I...) before it is promoted to the release update site. After the release is done weekly builds with version 3.2.0.I... will be available.

Mylyn 3.0.4 will also be included in the upcoming Eclipse Ganymede SR2 release which is expected at the end of February. The maintenance release will be followed by Mylyn 3.1 in March.
