[mylar-dev] convention for bugs deferred post 1.0 
Note that we have been using the following convention for bugs that are not
going to make it for 1.0, but should be high up on our list when doing post
1.0 planning:
* Target milestone: ---
* Priority: P2 or P1

Once we do the planning for the milestones post 1.0 (likely 2.0M1, 2.0M2...
2.0Mx/Europa) we can look over the entire list and assign target milestones
accordingly.
