Contributors rely on Mylar's change set support, but those require you to
use Eclipse and have the projects checked out.  We don't have Fisheye for
eclipse.org, and that could be another option.  Are there other tools that
monitor public CVS repositories in this way?

It is possible for us to turn on a mailing list that gets notified of all
commits.  Let us know if that would be helpful.  On other projects I have
found CruiseControl's messages to have a much better signal to noise ratio,
but we haven't been able to prioritize setting that up since the current
PDE-based build process has been working well.
