There extension points definitely won't have stabilized until there is
another client, since the only client right now is Bugzilla.  So I think
it's best for Brock to give them a first pass, and then to consider other
providers like email and rss once he's has provided input.  But it's great
that you're considering that, in particular RSS which could generalize to
integrating Bugzilla 2.20 notifications.

The non-activated cases is difficult for now, because there is no notion of
dependencies between resources and contexts yet.  But I've passed in your
