[mylar-dev] discussion on task repository support

There has been a long-standing demand, originally outlined by Eugene, for
supporting multiple bug repositories, a view for managing them, and
extension points for adding different trackers.  This is similar to what the
original Platform/Team bugs plug-in had, but I looked it over and there
isn't enough there to bother merging.  We've made some progress on how this
should work on the following report:
