[mpc-dev] New Project Leader

I would like to nominate Carsten Reckord to be the new project leader 
for MPC.  Carsten has been a sole committer for MPC and has done a great 
job ensuring the project continues to provide value to the community and 
participate in the release trains.

I will be resigning my position as MPC project leader, effective Jan 31 
so a new project leader is required.
