[mpc-dev] Commit rights for Thomas Hallgren have been expired

Ian Skerrett has expired the commit rights for Thomas Hallgren (thallgren).
 The reason for this change is:

Doing a bit of house cleaning on the MPC committers.  Thomas has been
inactive on the project so removing commit rights.
