[mosquitto-dev] where to start for publication on Windows 10

Hello,

I've successfully installed mosquitto on windows 10 and set the
configuration file.

However I don't know where to go for testing subscription/publication.

Before in Linux I used the terminal with a simple : mosquitto_sub -t my_topic

But on windows the console does not recognize any mosquitto command.

What am I missing?
