I didn't mean to suggest that tuning for TCP timeouts was a good idea.
But I really did mean that using packet traces to see if our assumptions
about what's going on are correct is wise.  It's possible we are all
confused and it's something else.

Also, if you can figure out what's going on with TLS reestablishment, in
terms of using a cached session vs redoing the DH exchange, that would
be interesting too.
