The default value is 20 for this setting. So, using 20, you cannot assure that the messages are processed in order, aren't you?

Thanks for your suggestion, but I can reproduce the problem sometimes
even immediately after restarting both the Mosquitto broker and the
client (1st and 2nd message), so that can't be the problem (my broker
config uses the default value for this setting).
