Why don't you use a paho client library of eclipse paho project?
https://www.eclipse.org/paho/downloads.php
You can also build from the source with cygwin environment(msys2 also).

I try to build the open source Mosquitto with Mingw(x86) on Windows7.
But... I think those source files are not for cross-compile in GCC.
I want... It was my mistake.
