[mosquitto-dev] Mosquitto is running/listening but not receiving any pub

Hi

I try to setup the MQTT broker Mosquitto on VM Lubuntu 16.04. On a fresh machine with only one loopback interface and the interface 10.0.2.15, the setup runs smoothly. However, when I switch to a different VM with 4 different interfaces, Mosquitto is running but it can't receive any pub message. I installed both Mosquitto broker server and Mosquitto client on that machine to test locally. When I used sudo service mosquitto status. The result shows up as active (exited). Also, when I check the port using netstat -a. The port 1883 of mosquitto shows up as Established. Then why can't it receive the pub message ?
