Try reinstalling the latest Visual C++ redistributable package and see if that helps. You can find it here:

I am trying to install Mosquitto version 1.4.11 on Windows 7 Ultimate.  The install complains that the DLL is not present.  I placed a VCRUNTIME140.DLL from another PC into windows\system32 and attempted to register.  It didn’t register.

 

Anybody have the correct DLL?
