It's not so clear if this Web Modeling Framework project operates "on top of cloud standards, cloud infrastructures (AWS, etc.), and cloud platforms (CloudFoundry, OpenShift, Stratos)". It's also not clear what infrastructure and frameworks are provided by ECD, i.e., I don't see a git repository for it. I guess that will be provided by https://projects.eclipse.org/projects/ecd.dirigible, but I don't see a git repository for that either. So it's impossible to make a judgement call on this basis. I wonder also if the Web Modeling Framework project intend to use Dirigble and, if not, if it nevertheless makes sense for it to be in ECD...

Does the ECD PMC have an opinion on the matter?
