"Project" or "subproject" carries special meaning in the Eclipse Development Process. There is some overhead in maintaining a project. Merging UML2 Tools into GMF Tooling will reduce the project maintenance burden.

It will, however, consolidate the committer lists, release schedules, website, downloads, etc. (you can, however, have as many Git repositories as makes sense). Each project has exactly one group of committers who have uniform access to all project resources. If Papyrus committers will be backporting functionality into the UML2 Tools sample, then they'd need to be committers on the project that owns the code (i.e. GMF Tooling).

Does this make sense?
