The proposal can be changed. Once there is consensus, let me know and
we'll update it.
I think that maybe we (EMO) got our wires a bit crossed on this one and
may have posted too early. This is my fault. Since we've already
notified the community, I recommend that we leave the proposal live
while we make the changes.
