Actually, the EMO is clarifying the process. It appears that the PMC can appoint new committers to re-staff a component/sub-project that would be left without any committers. This wouldn't require reviews or even an election cycle; a nice cooperative process that doesn't approach the termination mechanism.
So, I'm quite hopeful that this can be worked out more swiftly to the benefit of all stakeholders.
In any case, I am of course happy to provide whatever assistance I can to make a smooth transition.
