In case you did not know about the details yet (I just had to figure
them out recently ;-)):
- you need to open an IPBug using the Contribution Questionnaire (see
the IP section of the commiter tools),
- you should only need to refer to the existing ANTLR 3 IPBug that
already has the source attached (i.e.,
https://dev.eclipse.org/ipzilla/show_bug.cgi?id=1359), even though the
CQ asks you to upload the source.
