Based on the feed-back received, I have concluded that this must have been caused by a solar flare.

 

The vote limits are changed to 10 per user and 1 per user per bug.

Yes, that's why I suggested 10/1.  That's fairly common.

 

I am assuming that either it is a deliberate suppression of voting because of a decision not to use that process, or else a solar flare scrambled these settings.
