Based on the feed-back received, I have concluded that this must have been caused by a solar flare.

The vote limits are changed to 10 per user and 1 per user per bug.

Yes, that's why I suggested 10/1.  That's fairly common.

I am assuming that either it is a deliberate suppression of voting because of a decision not to use that process, or else a solar flare scrambled these settings.

The zero completely disables voting, and 10000 votes-per-bug limit is useless when nobody can cast a vote.

I suggest changing these numbers to something more practical: 10 votes per user and 1 vote per user per bug.
