[mdt-uml2tools.dev] Commit rights for Guo Tong Xie have been expired

Kenn Hussey has expired the commit rights for Guo Tong Xie (gxie).  The
reason for this change is:

Guo Tong Xie has been inactive for over nine months, and must be removed as
per Modeling project policy.
