By the time UML2 is ready to adopt UML 2.5, the released version of the specification will no doubt be available and there are no plans to add these beta artifacts to the source code repository. So... if MDT/OCL needs permission to use the beta artifacts, perhaps it makes sense for you to raise the CQ.
