Hi

Mars introduced the OCLforUML profile with a validation stereotype to
enable the validation/non-validation of InstanceSpecifications to be
controlled.

Bug 476759 reports that this is being ignored by Papyrus Validation
(InstanceSpecification validation cannot be disabled.)

The fix, entirely within OCL, is easy, but if included in Mars.1 will
give an ergonomic change wrt Mars.0; InstanceSpecification validation
will only happen when the stereotype enables it. This was supposed to
change at Mars.0. Do you want to to introduce it now for Mars.1 or delay
till Neon?
