Hi,
The oep.java.reverse layer provide plugins to reverse Java classes to uml models.
The oep.java.reverse.ui provide the user interface part (ie menus, buttons and drag and drop facilities).
Remember that Java classes, can be reversed by just draging it from the java package explorer to a Papyrus diagram or to the Papyrus model explorer.
I suppose that to do the dnd, the oep.java.reverse.ui plugin use the dnd strategies, and so it requires the plugin implementing dnd. But the opposite should not be true.
