This is mostly an historical reason, related to the way the SysML Diagrams have been created (Which is different from other diagrams, because there is a lot more of reuse).
These packages are only used by SysML diagrams (And have been developed for SysML diagrams), but don’t have a specific dependency to SysML as such. So, they should definitely be moved to uml.diagram.common. However,
since this may introduce some issues, and because we are planning on re-working the SysML Diagrams for 1.1, we haven’t done it yet.

Quick question,
Why is e.g the class org.eclipse.papyrus.uml.diagram.common.utils.UMLGraphicalTypes
in the org.eclipse.papyrus.sysml.diagram.common project? Shouldn’t it be in the org.eclipse.papyrus.uml.diagram.common? Seems a bit odd.
Same goes for some other org.eclipse.papyrus.uml.diagram.common.* packages.
