OK, I never saw this case in Oomph where we can select a parent
project to import as Developer project. I thought only the leaf
projects could be imported.
That's good for me !

The "Developer" project hasn't gone anywhere. It's still
there; it never was called "Developer/Tools". The screenshot
below highlights the contents of the project.
Just select the "Developer" project for import as before.
Moving/renaming it to "Developer/Tools" would actually break
existing workspaces by removing the "Developer" project
(workspaces remember which projects they imported and get
confused when those projects go AWOL).
The only recent change is that there's a new sub-project
named "Oomph Setup".

Hi all,
Recently, I saw that Papyrus Developer Tools project was
deleted after the add of Oomph setup project in Papyrus
setup model. I have needed to create a leaf project named
"Tools" to get back all necessary developer plug-ins in my
workspace.
I prefer pass by mailing list to propose my needs than by a
Gerrit review .
