Yes, I do agree for adding the plugin at the end of the process, just because the name of the bundle can change.

At Atos Origin, we fully agree with this process and encourage it.
I have added a few entries to the check list.
I have also added in the submition process the step about the sub-task
to the releng bug: 263430: [General] Add releng
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=263430).
About when to perform this step :
I think we should add it after the plugin is moved to its final
location, not while it is still in incubation. Remi, can you confirm that ?
