Your comments have given me an idea.

I could create a new composite repository to be used by the release train (for instance update/staging, similar to the release train staging repo) which would be fed by the contributions we want via composite funcies.

I'll experiment around it.

I think that is what we originally planned, but some timestamping issue got in the way. But if it now works great.

To minimize disruption I guess we contribute:

+1 Core (final contribution)
+1 Tools (preliminary contribution based on I-builds of other +1/+2/+3 projects)
+3 Tools (final contribution)
