[mdt-ocl.dev] IP approval for Eclipse Labs re-use

Hi Kenn

The org.eclipselabs.xtfo.demo.rcp plugin provides about six files and 
1000 lines of code that demonstrate how to embed an Xtext editor within 
a Console Page, which is exactly what is necessary to upgrade the OCL 
Interacrtive Console to use the EssentialOCL Xtext editor.

A quick hack gets me a plausible rectangle with syntax highlighting and 
completion assist. No doubt some tidying up needed.

Since the EclipseLabs code is EPL and has a number of familiar Obeo and 
Itemis contributors, how much CQ approval is needed? If I wait till I've 
debugged it, and submit a 20% self CQ, I'll probably miss the 11-Feb 
deadline. CQing the entire plugin doubles the number of files. Does it 
need a CQ at all?
