The time zone doesn't help.... One cause of my signing failures in the new servers was using the job's workspace to do the signing. Look at https://bugs.eclipse.org/bugs/show_bug.cgi?id=324170#c9

You may want to require a space for the UML project. Meanwhile, as you should belong to modeling.mdt we may lend you ocl's space ;). Just configure the eclipse.staging directory variable to point to

/home/data/httpd/download-staging.priv/modeling/mdt/ocl/UML_sign

You could also try to create a uml directory in 

/home/data/httpd/download-staging.priv/modeling/mdt
